If I pre-order the album, or even wait 'til 12:00 midnight on Tuesday to order it. Can I start listening to it right when midnight strikes on Tuesday?

No it wont be available until you get an email saying that its ready for download. I haven't heard of any cases in which this email arrived exactly at midnight..expect to wait a few hours.

In the Netherlands the album is released today, but I got the email yesterday evening. So a few hours before the actual release I could download the album :D
