Don't worry RV tickets won't be released in the beginning. Only the first four categoy tickets are. As more regular tickets are sold, the RV tickets will be released.

Passport is the document that your home country gives to you. It acts as ID when you are abroad. Visa is the document that other countries give to you to allow you to enter. But I don't think you need a visa to come to Singapore. You don't have a passport yet? All the best then, it will take some time. And hope your parents allow you to come for the concert.
