Nope. Phil is Coldplay's "fifth member" and their on again manager. A very kind Coldplaying member made a wikipedia page on him here:

In the AROBTTH inlay it's stated that "The Scientist is Dan" Dan being Dan Keeling their A&R rep.

 

When asked about it Chris said in an that Dan had recently gone through a rough breakup, which inspired to him to write the song, but also admitted it was about him too :)
