As far as the lyrics go, Im not sure they are about REM. The music is somewhat like Country Feedback or one of those songs from Out Of Time. And If you listen to a song like Man On The Moon, and then the Hardest Part, you can really hear the similarities musically (perhaps not lyrically) between the songs. Just my opinion.
