This is Project Blue Beam that Eric mentioned from Rational Wiki:

One paragraph in, and I've had enough. I wonder what Irrational Wiki must be like.

Now that I realise I've been dumb and Rational Wiki is exposing dumb theories, does Eric really believe this stuff or he's joking? I think he's joking, why would he put up a link to a mock site.

But what if, stuff like this did actually turn out to be true? The government just decided to fuck with everyone and finally do something people consider a conspiracy theory. If I had the power, I'd try that just for the hell of it.

The problem with what you've done there, and what most people have been doing the past decade or so, you've related this to actual conspiracy theories, which are happening all the time but even those 'theories' which are outright facts are considered 'theories' because they aren't widely recognised or commonly known.

 

When it comes to this, the guy who thought it up said it would definitely come to fruition by the year 2000 (Because that's apparently when the height of technology would be reached LOL), so I think we can close the book on it by now.
