Are they any programs where I can sing a, lets say a "B#" and the program lets me change it so it sounds like a "C#?"

 

It changes the note of what the sound is?

Audacity, you can change the pitch on that :)

Yeah audacity's actually pretty useful if you know how to use it. Make sure to download the extra plus ins (extra effects) they are free too!
