They sell them at the post office. I can understand why you asked if there is a certain age you have to be. Government has some fucked up policies concerning age and working and shit. Like with my working papers, so much stuff goes into just getting a work permit...and half of the work is useless. My dad calls it a 'BS bureaucracy.' :p
