Bradshaw did this as an attempt to get over as a heel and get some extra heat for his match against Eddie Guerrero. After speaking to several sources, the general feeling is that Bradshaw totally went over the line of decency and good taste even by today's wrestling standards. Many backstage are extremely angry for Bradshaw's actions, and many fans have even reacted to this by writing to CNBC to attempt to get Bradshaw removed from the show, and even attempting to contact the German Ministry of Foreign Affairs and report Bradshaw for what he did, as any sort of tribute to Hitler and the Nazi regime is illegal in Germany.
