Audacity is a good program, but I prefer Easy MP3 Cutter. As for me, it is very convenient and easy to use. I like it.

I don't always puzzle out how the things are done in audacity. I recently downloaded Visual mp3 Splitter&Joiner it's pretty clear and easy to use tool for both cutting and merging mp3/wav files

If your file is already in MP3, I suggest mp3DirectCut. It cuts MP3 files without re-encoding.

If your file is in another lossy file, try Googling it and you might find out how to cut the file without re-encoding.

If your file is lossless, stick with Audacity.
