All the final high school exams are the same for the whole country. There are three different levels.

A highschool receives the exams a couple of days before the students have to make the exams. The exams go in a safe as soon as they arrive. A school in Rotterdam had two keys for their safe, but lost one of them a couple of years ago. Instead of replacing the safe, they just copied the only key they had left. The key that was lost, was in hands of one of the students, and he decided to steal all the exams from this year and sell them.

The exam for France was the first one to leak on the internet, so they had to replace the exam for their spare one, and the exam was postponed for one day, causing a lot of problems for the students who already booked their holiday, since France was the last exam.

Now, after all the exams are made, they found out that all the exams had been stolen. Yesterday they decided that all the students from that school in Rotterdam have to make the exams again.
