oh theres a BIG difference...like even if a place is 2-3 degree colder or warmer on average in a area it can bring about big changes if it last over a few years or so... there's no big difference between Russia and Finland in this way.both are very cold at the winter.i'd be surprised if Finland would never had -30 at winter. it's a social question.the percent of homeless or jobless people in Finland not as high as in Russia...the average temperature in Moscow during the winter same or very close to Finland's.
