Looks like pants and shoes he would wear. Same hair. And it would make sense with him being in a shop with ski supplies and all.

Found it on an Ace Photos search. I think it's from the Apparatjik recording days cause it appears that he's in a skiing or winter sports supplies store, and they did go skiing back when they were recording We Are Here.
