It's called marquee. If you want this in your website, you do it like this:

 

< MARQUEE behavior="slide" direction="right" bgcolor="#CCFFCC" >Add your text here < / MARQUEE >

 

But here at the board, you use the [ scroll ] [ / scroll ]

 

remember to remove the spaces between <>, [] and </>, [/]
