for the outro you hold the 13th fret on the g string and the 14th fret on the b string. from there you slide to both 5th frets, slide to both 12th frets and then go back. repeat. You also play the open e-string but you'll have to figure out the picking for yourself, or you can just strum all three.

 

As for effects, one of the techies can help you there. obviously there's some reverb and distortion going on.
