Why will they release Windows 7 when Vista isn't even working proper.

If you wan't to spend money for unfinished products, okay but Microsoft is releaseing Windows 8 in maybe 2012 or 2013?. At that time there are still alot of bugs in Windows 7.. so they have more change that people will buy Windows 8 faster.
