PHIVOLCS: MILD QUAKES HIT SAMAR, SURIGAO

Mild quakes rocked Samar in Eastern Visayas and Surigao province in Mindanao, but state seismologists said they are not likely to cause damage.

 

The Philippine Institute of Volcanology and Seismology said a magnitude-4.2 quake was recorded in Eastern Samar in Eastern Visayas at 2:53 p.m.

 

PHIVOLCS said the epicenter was traced to 63 km southeast of Borongan.

 

It said the quake was tectonic and was felt at Intensity III in Borongan, Eastern Samar; and Llorente, Eastern Samar.

 

The quake was felt at Intensity II in Hernani, Eastern Samar; McArthur, Eastern Samar; Salcedo, Eastern Samar; and Mercedes, Eastern Samar.

 

No damage or aftershock was expected.

 

In Mindanao, a magnitude-3.7 quake was recorded at 2:28 p.m., with the epicenter traced to 12 kms northeast of Tandag, Surigao del Sur.

 

PHIVOLCS said the quake was tectonic and felt at Intensity II in San Agustin, Surigao del Sur.

A magnitude-4.1 quake rocked parts of Eastern Visayas early Sunday but state seismologists said no damage was expected.

 

The Philippine Institute of Volcanology and Seismology (Phivolcs) said the quake was recorded at 8:27 a.m. and was tectonic in origin. It said the epicenter was traced to 23 km northwest of Tacloban City in Leyte, and was felt at Intensity II in Tacloban City.

PINOYS WARNED AGAINST JOB OFFERS IN QUAKE-RAVAGED HAITI

Beware of unscrupulous individuals recruiting Filipinos for non-existent jobs in Haiti, which is still reeling from the devastation of a major earthquake.

 

This was the reminder of the Philippine Embassy in Cuba, after receiving reports of an alleged recruitment scheme to bring in Filipino workers in Haiti.

 

“Port-Au-Prince was recently ravaged by a major earthquake on January 12 that killed more than 250,000 people. It does not have job opportunities at all for ‘walk-in’ applicants," Philippine Ambassador to Cuba Macarthur Corsino said in a release posted on the Department of Foreign Affairs (DFA) website.

 

The warning was issued in the light of reports from Philippine Honorary Consul in Haiti Fitzgerald Brandt about two Filipinos being recently stranded penniless in a beach resort in the Haitian capital of Port-au-Prince after being promised jobs in the country.

 

The recruitment scheme was allegedly hatched by Philippine-based recruiters in connivance with Haitian nationals and supposedly Haiti-based Filipinos.

 

Most of the victims are from Laguna, the release added.

 

“The city’s infrastructure and business establishments suffered tremendously from the tragedy. It is still in the process of recovery, and any available jobs are given first to qualified local Haitians and those with prior approved contracts addressed to specifically needed skills related to reconstruction," Corsino added.

 

The Embassy likewise warned Filipinos against illegally entering the country to look for jobs by pretending to be tourists.

 

Jobseekers may end up being stranded, penniless and homeless in the earthquake-ravaged country, after paying big amounts to recruiters, the release stated.

 

“Any promise of available jobs in Haiti is false and is punishable as illegal recruitment and human smuggling," it added.

NO INFO ON 9 FILIPINOS IN QUAKE-HIT CHINA PROVINCE

No Filipino was hurt in the series of earthquakes that jolted China's western province of Qinghai on Wednesday, but Philippine officials have yet to receive information on the whereabouts of the nine Filipinos there.

 

"We’re trying to get information from our contacts in local police here and from the Ministry of Foreign Affairs in Beijing," said Philippine vice consul Noel Novicio in an interview over radio dzMM.

 

He said they are getting most of their information from the media and the police.

 

Nine Filipinos were registered in Qinghai as of 2008. Novicio could not state their specific jobs but said most Filipinos in China are employed as teachers and musicians.

 

At least 400 people were reportedly killed when a 6.9 quake (US Geological Survey) struck an area in southern Qinghai, near Tibet, Wednesday morning and followed by several aftershocks.

 

The epicenter of the first quake was located 235 miles (380 kilometers) south-southeast of Golmud, a large city in Qinghai, at a depth of six miles (10 kilometers), the USGS said.

 

Xinhua cited officials at the China Earthquake Networks Center as saying at least 18 aftershocks have been reported and that more temblors exceeding magnitude 6 were likely to occur in the coming days. — Aie Balagtas See/KBK/RSJ, GMANews.TV

About 15,000 Filipinos were made homeless in the Filipino capital, Manila after a powerful fire swept through a slum. At least 1 was killed and 4 were injured in the fire in Quezon City on the outskirts of Manila yesterday. Several houses were destroyed. People tried to salvage their belongings from the fire making it difficult for the firemen. The cause of the fire was probably defective wires.

FIREFIGHTERS TACKLE MASSIVE BLAZE IN MANILA SLUM

 

A huge blaze has swept through a shanty town outside the Philippines capital, destroying hundreds of homes and leaving thousands of people homeless.

 

Two hundred fire engines were sent to fight the flames in the Quezon City slum, outside Manila, reports said.

 

Firefighters were beaten back as the blaze spread swiftly, fanned by strong windsand intense summer heat.

 

At least one man is thought to have died, and several firefighters were injured.

The fire, which started on Sunday afternoon, was still burning at nightfall.

 

Firefighters struggled to penetrate the dense network of alleys in the slum, which were crowded with people trying to salvage their belongings.

 

"We failed to save anything except our clothes," a weeping resident, Glen Sardon, told the Associated Press news agency.

 

As many as 600 homes were feared destroyed in the blaze and up to 7,000 residents left homeless, it was reported.

A magnitude-4.9 quake struck Bicol shortly after midnight Thursday, jolting residents not only in the region but also in parts of Metro Manila and Southern Luzon.

 

There were no immediate reports of casualties or damage.

 

Radio dzBB cited initial information reaching the Philippine Institute of Volcanology and Seismology that the quake was recorded at 12:47 a.m.

 

The quake was tectonic in origin and the epicenter was traced near Naga in Camarines Sur.

 

It was felt at Intensity III in Naga City; and Intensity II in Pasay City, Alabang in Muntinlupa City, and Guinayangan town in Quezon province.

MAGNITUDE 4.5 QUAKE HITS PANAY, NEGROS ISLANDS

(Updated 12:25 a.m.) A magnitude 4.3 earthquake shook Panay and Negros islands in central Philippines at around 10:49 p.m. Friday.

According to a report posted on the website of the Philippine Institute of Volcanology and Seismology (Phivolcs) late Friday night, the quake's epicenter was at 10.71ºN,122.52ºE, or 3 km. N 77° W of Iloilo City, with a shallow depth estimated at about 22 km.

 

The reported intensities of the earthquake were Intensity IV in Mandurriao, Lemery and Jaro in Iloilo, and Intensity III in Bacolod City and several other locations in Negros Occidental, the Phivolcs report said.

 

Earlier, firsthand rapid reports posted by readers of GMANews.TV's Facebook page late Friday night indicated that the earthquake was strong enough for people in Iloilo city to rush out of their homes, and was felt in nearby Guimaras island and in adjacent Bacolod City, Negros Occidental.

 

SEPARATE USGS REPORT

According to a separate report posted on the US Geological Survey website, the epicenter of the earthquake was estimated to be 15 kilometers northwest of Iloilo City in Panay island, at location 10.796°N, 122.471°E, with a +/- 30.3 km certainty.

The depth of the earthquake directly beneath the epicenter was estimated by the USGS at 65.1 km, with a +/- 11.5 km certainty. - JV, GMANews.TV

While El Niño is still in the country, widespread rains that may cause flash floods and landslides might occur in Mindanao, the state weather agency said Friday.

 

The Philippine Atmospheric Geophysical and Astronomical Services Administration (PAGASA) said "Visayas and Mindanao will experience mostly cloudy skies with scattered rainshowers and thunderstorms becoming widespread rains over the eastern section of Mindanao, which may trigger flash floods and landslides," it said in its 5 a.m. bulletin.

 

In recent past weeks, the El Niño weather pattern was among the reasons cited for the power crisis in Mindanao, as power plants there are highly dependent on water that went scarce since long dry spells hit the country.

 

Meanwhile, PAGASA said the rest of the country will be partly cloudy to cloudy with isolated rainshowers or thunderstorms mostly late in the day, or evening.

PAGASA: MORE RAINS LOOM OVER FLOOD-HIT MAGUINDANAO TOWN

More rains loom over flood-hit areas of Sultan Kudarat town in Maguindanao province, the Philippine Atmospheric Geophysical and Astronomical Services Administration said Tuesday.

 

But PAGASA forecaster Mario Palafox said the rains brought by the inter-tropical convergence zone are not expected to be as heavy as last weekend’s downpour.

 

"Sultan Kudarat town residents may still expect rains but no longer as heavy," Palafox said in an interview on dzBB radio.

 

The National Disaster Coordinating Council had said heavy rains triggered the overflowing of the Simuay River, which flooded at least 10 villages.

 

Hit by floods were Bulalo, Salimabao, Limbo, Gang, Calsada, Banubo, Katuli, Macaguiling, Mulaog and Senditan villages.

 

As of 6 a.m. Monday, low-lying villages including Bulalo, Calsada, Katuli, Senditan and Salimbao still experienced knee-deep floods.

 

Evacuation centers were established and forced evacuation may be enforced if the floods reach "critical" level.

 

Meanwhile, PAGASA said the inter-tropical convergence zone, ITCZ is affecting Visayas and Mindanao.

 

"Visayas and Mindanao including Palawan will experience mostly cloudy skies with scattered rain showers and thunderstorms. The rest of the country will be partly cloudy to cloudy with isolated rain showers or thunderstorms mostly in the afternoon or evening," it said in its 5 a.m. bulletin. — LBG, GMANews.TV

More than 55 died in the PHILIPPINES and in SOUTH-EASTERN CHINA due to the typhoon Conson for the last couple of days. This info was given by Filipino and Chinese rescue teams.

 

Conson has been downgraded to a tropical storm after it reached CHINA, where 40,000 people have been evacuated.

 

Also VIETNAMESE authorities have evacuated several thousands from exposed areas.

 

Photos show substantial material damage. Roads and houses have been destroyed, and trees were uprooted in many areas.

Three powerful earthquakes hit the PHILIPPINES early Saturday, but there is no report of casualties. The quakes were measured at magnitudes between 7.3 and 7.4 on the Richter scale and occurred in a depth of between 575 and 605 km under the surface of the sea about 100 km from COTABATO City in the south-western part of the Phiippines. According to the Tsunami Alert Centre on Hawaii, no destructive tsunamis were generated due to the quake. The first quake was recorded shortly after midnight in the night between Friday and Saturday.

(Update - 8:10 pm) At least four more aftershocks, one of them measuring a powerful magnitude-7.1, rocked parts of Mindanao Saturday morning after a magnitude-6.9 quake rocked the same area early Saturday morning, the Philippine Institute of Volcanology and Seismology said.

 

The Philippine Institute of Volcanology and Seismology said the first quake was recorded at 6:08 a.m. at magnitude 6.9, and was tectonic in origin.

 

Its epicenter was traced to 94 km southwest of Cotabato City, and was felt at Intensity II in Surigao City and General Santos City.

 

Phivolcs also said the first aftershock was recorded at 6:51 a.m., and measured at magnitude 6.7. Its epicenter was traced to 97 km southwest of Cotabato City, and was felt at Intensity II in Butuan City and Surigao City.

 

A second aftershock was recorded at 7:15 a.m., and the epicenter was traced to 98 km southwest of Cotabato City. It was tectonic in origin and measured at magnitude 7.1.

 

The magnitude-7.1 quake was felt at Intensity IV in Tanjay City and San Jose City, Negros Oriental; Intensity III in General Santos City; Lingig, Surigao del Sur; San Jose and Hamtic, Antique; Irosin in Sorsogon and Sorsogon City;

 

Intensity II in Cotabato City; Kidapawan City; Dipolog City; Tacloban City; Davao City; Legazpi City; Cagayan de Oro City; Cebu City; Dumaguete City.

 

The quake was felt at Intensity II as far as Manila and Antipolo Cities.

 

Phivolcs said a possible source of Saturday morning's tectonic quakes was the deformation of the subducted slab of the Molucca Sea Plate.

 

NDCC: NO REPORTED DAMAGE DUE TO QUAKES

 

Despite the powerful earthquake and aftershocks, the National Disaster Coordinating Council (NDCC) said it has not yet monitored any damage in affected areas as of Saturday afternoon.

 

“There is no damage. Although it’s 6.1 intensity, there are no reported damage in the Cotabato City areas," NDCC executive officer and concurrent Office of Civil Defense administrator Benito Ramos told reporters on Saturday.

 

He added that even minor damage were not seen in buildings near the epicenter, although NDCC personnel are still monitoring areas affected by the earthquake.

 

“We have people there. It’s just a little shake and it did not cause damage. We did not even see cracks (on structures)," he said.

 

Philvolcs officials earlier said that damage due to the tectonic earthquake was unlikely, and likewise allayed fears of a tsunami resulting from the tremors.

 

USGS RECORDS MORE AFTERSHOCKS

 

The United States Geological Survey measured the second aftershock at magnitude 7.4.

 

The USGS also said a third aftershock was recorded at 9:44 a.m., at magnitude 5.3.

 

It said the epicenter was at 90 km southwest of Cotabato, 135 km south-southeast of Pagadian, 170 km west-northwest of General Santos City, or 930 km south-southeast of Manila.

 

USGS recorded a fourth aftershock at 1:35 p.m., measuring it at magnitude 6.2.

 

It said the epicenter was at 135 km south-southwest Cotabato; 175 km west of General Santos City; 180 km south of Pagadian; or 975 km south-southeast of Manila.

SUPER TYPHOON MEGI HITS NORTHERN PHILIPPINES

 

An intense "super typhoon" has made landfall in the northern Philippines, lashing the area with heavy rain and winds of up to 225km/h (140mph).

 

At least one person has been reported killed, and thousands have fled their homes. Emergency services are on alert, and many schools are closed.

 

Typhoon Megi is the strongest storm the Philippines has faced for four years.

 

In 2006, a storm with winds of 155km/h triggered mudslides, burying villages and killing about 1,000 people.

 

Tropical cyclones formed in the Pacific Ocean are called typhoons, but are classified on a scale of one to five in the same way as Atlantic Ocean hurricanes.

 

Strong typhoons with sustained winds of at least 130 knots (150mph; 240km/h), are referred to as super typhoons, according to the US Navy's Joint Typhoon Warning Center.

 

Forecasters said Megi was a super typhoon as it made landfall, but weakened slightly as it made its way across the northern Philippines.

 

'Calamity'

 

The northern provinces of Cagayan and Isabela are on the highest storm alert, and were braced for heavy damage as Megi made landfall on Monday morning.

 

Thousands of people in Isabela were sheltering in communal buildings, away from coastal areas, and waiting out the storm, reports said.

 

Reuters news agency reported that Megi hit north-eastern Isabela at about 1125 (0325 GMT), and said the Philippines had declared a "state of calamity" in the north as the storm neared. There are particular concerns that the region's crucial rice crop could be damaged.

 

However, wind speed was weakening as the storm hit mountainous areas in the centre of the northern Philippines.

 

Megi was reclassified as a regular typhoon as it headed towards the eastern seaboard of the northern Philippines, but was expected to strengthen again as it moved towards CHINA.

 

Authorities in China are reported to have evacuated more than 100,000 people from the anticipated path of the storm.

 

'Preparing for war'

 

Details from the areas directly in the path of the storm have been slow to emerge, but the Associated Press reported huge waves and strong rains as well as powerful winds that brought down power lines.

 

"We are marooned inside our home. We cannot go out. The winds and rain are very strong. Many trees are being uprooted or snapped in half," Ernesto Macadangdang, of Burgos, Isabela, told local radio.

 

One man in Cagayan was reported missing after he fell into the fast-flowing Buntun river. The man was named as Vicente Decena, a candidate in next week's local elections.

 

Officials have warned that the heavy rain and high winds could damage buildings, power supplies and agriculture.

 

Emergency services have been stocking up on food and medicines, says the BBC's Kate McGeown in the capital, Manila.

 

Government forecasters say waves off the east coast could be greater than 14m (46ft).

 

Sea travel has been banned. The coast guard has been instructed to forbid all fishing vessels from setting out to sea in the north, says AFP news agency.

 

Thousands of soldiers and officers are on standby to deliver aid and rescue people stranded by the floods.

 

Trucks, rescue boats and food packs have been pre-positioned near vulnerable areas, said Benito Ramos, a senior disaster-response official.

 

"This is like preparing for war," he told the Associated Press. "We know the past lessons and we're aiming for zero casualties."

 

Schools in the north were closed on Monday.

 

Farmers were urged to harvest as many of their crops as possible before the typhoon hit, our correspondent says.

 

The area in the storm's path is one of the country's main rice-growing regions.

 

In July, President Benigno Aquino sacked the head of the weather bureau after he failed to predict a typhoon which unexpectedly changed course and hit Manila, killing more than 100 people.

There was a lot of criticism over their handling of Typhoon Ketsana last year. Many people who were trapped in the floodwaters said they were completely reliant on aid agencies or church organisations rather than the government.

 

There was further embarrassment in July this year when the weather bureau forecast that a typhoon would miss Manila.

 

It struck the capital, killing about 100 people. The head of the state weather bureau was sacked as a result.

According to the Tropical Storm Risk, Megi is a category 5 super typhoon with wind speed up to 250 km per hour. It is the tenth and strongest typhoon hitting the Philippines this year.

 

MEGI made landfall in the northern Philippine island of LUZON on Monday morning with a wind speed of 72m per second and heavy rain. One man drowned in a river.

 

The typhoon triggered landslides in the mountainous areas and huge waves on the coast. Schools were closed. Thousands were evacuated on the northern LUZON, the Filipino main island.

 

According to the meteorologists, MEGI is the worst storm hitting the Philippines since typhoon DURAN in 2006 triggered mudslides and killed one thousand people.

With wind speeds of up to 260 km per hour, typhoon MEGI swept the north-eastern part of the Philippines. Heavy rain hit the northern part, and some wind gusts reached 350 km per hour.

 

In LUZON’s coastal areas, 3,000 people had to leave their houses and seek refuge in emergency shelters. Streets were blocked by uprooted trees. Ship & air traffic was disrupted or cancelled. One man was washed away by a river and drowned.

 

In 2006, a similar typhoon triggered landslides, trapped entire villages and cost 1,000 human lives.

 

A storm in MANILA in JULY cost more than 100 human lives.

ON CNN, US meteorologist Ivan Cabrera called MEGI a monster storm.

(Updated 10:18 p.m) Tropical cyclone "Juan" (Megi) swept across Northern Luzon on Monday, leaving two people dead and forcing the closure of several key roads, according to the National Disaster Risk Reduction and Management Council. With gusty winds of up to 215 kph, "Juan" is now traversing the Cordillera mountains and will exit along the La Union-Ilocos Sur area around midnight, PAGASA said.

 

In its 6 p.m. update, , the National Disaster Risk Reduction and Management Council said the latest fatality was a 20-year-old woman in Rizal town in Kalinga province.

 

"Aileen Respicio, 20, died at 2 p.m. at her residence in Brgy. Balabag, Rizal, Kalinga, due to a fallen tree that hit her house. Her child was injured," it said.

 

NDRRMC also said the body of Vicente Decena, 53, who was earlier reported missing after being swept by the current of the Cagayan River, was found at Bonton Bridge.

 

Reported injured aside from Respicio's daughter Joanna Marie, 1, were:

 

* Joseph Sabben, 5, of Sta. Ana, Cagayan, who was injured by a fallen live wire;

 

* Two women injured by a collapsed glass wall of a fast-food outlet in Tanza, Tuguegarao City in Cagayan;

 

* Two Department of Public Works and Highways crewmembers injured by a

collapsed roof of the Land Transportation Office in Solana, Cagayan.

 

At least 974 families or 4,614 people in 30 villages in 16 towns in six provinces were affected. Of these, 866 families or 4,161 people are staying inside evacuation centers.

 

On the other hand, some 1,271 people were stranded in major ports as of 4 p.m., including 792 in Manila and 300 in Batangas. At least 274 passengers were also reported stranded at seaports in Batangas; Puerto Real, Quezon; and Santa Ana, Isabela.

 

Impassable roads

 

The agency said the roads rendered impassable included:

 

* Manila North Road at Sagayaden village in Cabugao (Ilocos Sur), one lane passable;

* Benguet-Dalupirip, Itogon and Nueva Vizcaya-Benguet Road, closed due to slides;

* Claveria-Calanasan Road Mabanong Section in Apayao, closed to traffic;

* Lenning-Cabugao Road in Apayao closed due to slides;

* Calanan boundary Calaan Road Bannagao Section, Dalimono section in Mountain Province, one lane closed due to slides;

 

Halsema Highway in the Cordillera region remained open, the NDRRMC said.

 

A separate report by radio dzBB said Kennon Road was impassable but the Marcos Highway remained open as an alternate route.

 

Power outage

 

NDRRMC said Isabela was hit with a power outage as electrical posts were toppled down, trees uprooted, and roofs blown away by "Juan."

 

Heavy rains and strong winds were experienced in Santiago City in Isabela, while Baguio City experienced moderate to heavy rains.

 

A report by dzBB's Carlo Mateo Monday evening said local residents in Isabela worked together with police and military in clearing roads of debris.

 

'Juan' out by 1 a.m. Tuesday

 

The Philippine Atmospheric Geophysical and Astronomical Services Administration (PAGASA) lowered its storm alerts as "Juan" weakened after crossing the Sierra Madre Mountain.

 

The weather bureau said "Juan" was estimated at 60 kms southwest of Tuguegarao City as of 4 p.m. with maximum winds of 180 kph near the center and gustiness of up to 215 kph.

 

PAGASA said "Juan" is now traversing the mountainous terrain of Cordillera and will exit along the western coast of La Union-Ilocos Sur area by 11 p.m. Monday to 1 a.m. Tuesday. 3 million people were for some time without electricity in the northern provinces of the Filipino main island, LUZON. MEGI aka JUAN caused significant damage due to landslides. It was tearing the roofs off houses and cutting power, the communications links were down and trees were uprooted.

 

In the province ISABELLA, electricity and telephone lines were down, and many streets were blocked by trees and debris. Thousands were in shelters like schools, city halls and churches.

 

The authorities are worried that the Philippines – the world’s largest importer of RICE – may be forced to buy even more rice from foreign countries next year.

 

The typhoon is heading towards the southern coast of CHINA.

 

Each year about 20 TYPHOONS RAVAGE in the Philippines. Last year almost 1,000 died due to typhoons.

Central Chile has been hit by a new earthquake measured at magnitude 5.9 on the Richter scale.

 

No reports of casualties or any serious material damage.

 

The epicentre has been localized to be off the coast between the capital SANTIAGO and CONCEPCION - north of Concepcion in a depth of 25 km. The tremor hit the area that was destroyed by the very powerful earthquake last year in February.

 

One week ago - on 2.1.11 - an area around Temuco, south of the area hit this time, was hit by an earthquake measured at magnitude 7.1 and 7.2.

The enormous amount of rain is triggered by cold air from the north-eastern Asia hitting the tropical air over the Philippines.
