I think Al Qaeda became incapable of large scale attacks ever since 9/11 pretty much. As well as the obvious increased activity in intelligence and in security measures the US led coalition invasion of Afghanistan in displacing the core of the organisation by overthrowing the Taleban and giving Al Qaeda no effective territory was very disruptive. Just really splinter groups but these splinter groups are still capable of hosting some form of attack within the US.
