The Earth is turning counter-clockwise.

But anyway, yes, it does. As it turns out hundreds of years ago, this mad man, Galileo, found out that the earth actually revolves around the sun not the other way around hence having the sun rising in the east in all parts of the world along with the fact that the Earth as well revolves around itself.

Maybe if you were at the north/south poles the sun won't rise in the east ;)

Well assuming you're at a time in which the Earth isn't tilted at all (0 degrees), the sun wouldn't really "rise" at all, it'd just chill on the horizon endlessly.

The sun always rises in the east but at different inclines to the north or south depending on what season it is. In the Artic and Antarctic there are actually months were there is total sunshine or total darkness.
