Decade begins at new Millenium, right? So it starts first day of 2000.

Decade goes for 10 years, right? So it ends last day of 2009.

 

Not 2000... 2001.

Yes it did. Midnight 1990, the 80s ended. When Acthung Baby cut down the Joshua Tree!
