About the SCUD and uranium enrichment, yes Iraq had such a programme but was abandones because Israel bombed key facilities back in the 80's, so there's no firm evidence just leftovers from long ago, and it doesn't surprise me that Iraq was trying to developed military technology just like any other country on the planet...
