Mostly because when I welcome somebody, I say a lot, and I don't really want to be one of those forum people who have nothing to say to welcome you except "Read the rules and you'll be fine" or whatever. If they're from Canada, or have something else in common with me, I'll add a short sentance. Otherwise I just say 'Welcome and enjoy!'. I just don't find it natural to go say "hey, welcome" to everyone if i don't mean it.
