I am using GIMP. It's free and there's loads of helful sites on the net on how to do certain things!

These tutorials helped me learn a lot, but you can do so much with it and I think I only know a small percentage by now. Just try it! It's fun!

If you have an account on photobucket:

There's a resize option:

small, medium, large or up to 1MB of filesize.

Upload your gif there and just try the different versions.

 

If you want to upload the avatar from your PC:

1. Upload your gif in photobucket

2. Download the smaller file from photobucket again

3. Select the smaller file for upload as avatar.

 

I know there's probably a less-complicated solution... but it's the one coming to my mind right now.

Is the gif file square-sized already?

 

I'm only using photobucket, I don't know about other picture hosting sites, sorry!
