GIMP!

 

Yup. Totally agree.

 

GIMP is fantastic. Does pretty much everything Photoshop does (though, admittedly, simple things on PS are made more difficult on GIMP and GIMP takes a little while to figure out).

 

You can download it here. Also, take a look around the website for the tutorials. They'll help you immensely.

As stated before, GIMP is a viable option. Another possible program you could use is Paint.net. It's a relatively simple program that has quite few features. I prefer this to GIMP, as GIMP seems too complicated.
