The tape obtained in Pakistan by the US television network ABC shows a masked man speaking with an American accent threatening attacks on Los Angeles and Melbourne, Australia's second biggest city. "Yesterday, London and Madrid. Tomorrow, Los Angeles and Melbourne," said the man, believed to a wanted US national, Adam Gadahn, who appeared in another threatening tape about year ago. Howard, speaking on arrival in New York for a United Nations summit, said the tape "only serves to remind us of the changed world in which we now live as a result of terrorist attacks. "It underlines emphatically the need for a further strengthening of the domestic law in Australia," he told Australian journalists. Howard last week announced plans for new security legislation, including detention without charge for up to two weeks and electronic tagging of suspects, which have been criticised by civil liberty groups. "No government can credibly guarantee there will be no terrorist attack in his or her country but we can commit ourselves as we have done to do everything we can to strengthen our domestic capacity to stop terrorist attacks occurring in the first place," Howard said. He urged Australians to support next year's Commonwealth Games in Melbourne despite the possibility that the huge sporting event could be a terrorist target. "The Commonwealth Games will be a great event for Melbourne and I know the people of Melbourne will support the Commonwealth Games with the enthusiasm that they normally do for any major sporting event. A police spokesman for Victoria state, where Melbourne is located, said the games would raise Melbourne's profile. "Certainly the Commonwealth Games is going to be one of the greatest and largest gatherings of sports people that has ever been undertaken and just from that particular perspective it certainly puts Melbourne in the spotlight." Australian authorities were seeking to obtain a copy of the tape for analysis, he said. Attorney General Phillip Ruddock said Australia was taking the threat seriously.
