Miscellaneous Modifications

• Replaced a lot of the junk I had written into a proper intro for the thread, including a 'must read' section that includes le rules (not that there's many, hah)
  
• Changed formatting of listing by country for the Sparites list. Before, 'country tags' were next to every person's username, despite the fact that the usernames were already sorted by country. I have replaced this with country 'categories' above that group and deleted the individual tags
  
• Added requirement of being a currently registered user - this one just makes sense, if your account is deleted or banned you can't get PMs, therefore your entry on the list is useless
  
• Added note about Viva confetti to trade to "PlayingCold (UK)"
  
• Changed "The Netherlands" to "Netherlands"
