Eh, depends on how attracted he is to you and how desperate he is. Guys aren't animals who will happily make out with any girl who comes along, contrary to the stereotype.

 

And yeah, I've had the urge to make out with a couple of my friends, but it's usually late at night when we're alone together. I didn't act on it though.

 

I think context is key. If you want to kiss someone, then you should figure out a situation where it would be unoffensive for them if they weren't into it, and you could just laugh it off afterwords. And it shouldn't be helped along by alcohol.
