I think youre spot on, because its pretty obvious. Unless its shockingly not about that.

i read in an article that it reffers to a friend of thom who was at a political demonstration of claire short. apparently his friend took a cream flan and threw it in her face (clown style), because of the embarassment the two local reporters at the demo who took shots were paid off for not selling the story and told that if they did then they would be black listed for any further political news notice & coverage - basically blackmailed into silence. thom was amased that such a prominent image never made the papers and was appalled by the political power over press hence the irony in the line... :)
