to me, this pic has multiple layers of depth and meaning. at its simplest, it's a girl walking up to some men on a tank. Maybe she needs help. They see her approaching with a flower, which is honestly the last thing I noticed as a viewer. The first thing you notice is that her dress is open in the back and some in the front, too. Maybe she's a prostitute?

 

Her arms and back represent some kind of vicious burning, literally (radiation poisoning) and in her state of mind. To me, the bombs are like a last hope. She grasps a flower in front, and the bomb trigger behind. In front is what she hopes and behind is what she expects.
