One of the bars in town here opened at 10 AM! People here are really excited about St. Patrick's Day, and I doubt that many of them are Irish. :P

Well 99% of people here are not Irish and Ive seen drunk people at 10.30. Here bars open at 7am. So you can start drinking very early.
