It's not like the President is the one who has power to declare war. That would be Congress. The President can indeed introduce the idea to Congress, but he in fact has no power over war. North Korea had never attacked the United States. There was approximately 55,000 lives lost in that war.Ā JFK started Vietnam. Vietnam never attacked us. He was then assassinated, and Johnson took over.Ā Johnson made matters in Vietnam worse, and by the time the war ended there were approximately 58,000 lives lost.Ā President Bill Clinton, a pretty popular guy on these boards, went to Bosnia without UN consent. Bosnia never attacked us, either. But when offered Osama bin Laden's head on a silver platter THREE TIMES by Sudan... he declined.
