Bush 'super-state' documents sought, FOIA request filed to expose plans for 'North American union'

Author Jerome Corsi filed a Freedom of Information Act request yesterday asking for full disclosure of the activities of an office implementing a trilateral agreement with Mexico and Canada that apparently could lead to a North American union, despite having no authorization from Congress.

 

As WorldNetDaily reported, the White House has established working groups, under the North American Free Trade Agreement office in the Department of Commerce, to implement the Security and Prosperity Partnership, or SPP, signed by President Bush, Mexican President Vicente Fox and then-Canadian Prime Minister Paul Martin in Waco, Texas, March 23, 2005.

 

 

Corsi specifically has requested the partnership's membership lists, constitutive documents, meeting minutes, meeting agendas and meeting schedules as well as all findings, reports, presentations or memoranda.

He also wants all comments to representatives of the "Prosperity Working Groups" or other working groups, committees or task forces associated with the partnership along with internal and external interagency or intra-agency memoranda of understanding, letters of intent, agreements, initiatives and budgeting documents.

 

Corsi believes President Bush effectively agreed to erase U.S. borders with Mexico and Canada when he signed the SPP.

 

Geri Word, the administrator in charge of SPP, confirmed in a telephone conversation with Corsi that SPP.gov has not published the membership lists of the working groups or the many trilateral agreements the website documents indicate are being implemented.

 

"This is all being done by the executive branch below the radar," Corsi told WND. "If President Bush had told the American people in the 2004 presidential campaign that his goal was to create a North American union, he would not have carried a single red state."

 

The president, Corsi maintains, has charged the bureaucracy to form a North American union "through executive fiat ... without ever disclosing his plans directly to the American people or to Congress."

 

Attorney Robert A. McGuire, who filed the request on Corsi's behalf and is preparing further requests, says if the president "is creating a new North American union government without the full and complete knowledge of the American people, we are facing a severe constitutional crisis."

 

The purpose of the FOIA, he said, is to get the "full facts exposed in the light of day, available for the American people and for Congress to examine and decide."

 

Rep. Tom Tancredo, R-Colo., is demanding the Bush administration fully disclose the activities of the SPP office.

 

Tancredo wants to know the membership of the SPP groups along with their various trilateral memoranda of understanding and other agreements reached with counterparts in Mexico and Canada.

 

Many SPP working groups appear to be working toward achieving specific objectives as defined by a May 2005 Council on Foreign Relations task force report, which presented a blueprint for expanding the SPP agreement into a North American union that would merge the U.S., Canada and Mexico into a new governmental form.

Associated Press reports on Bush 'super-state' agenda to create American Union

The open plan to merge the US with Mexico and Canada and create a Pan American Union networked by a NAFTA Super Highway has long been a Globalist brainchild but its very real and prescient implementation on behalf of the Council on Foreign Relations has finally been reported on by the Associated Press.

 

After nearly ten years of reporting by Alex Jones and the rest of the Patriot Movement, the Associated Press finally detailed a serious report on the plan for a Pan-American Union, which was based on recent articles by Human Events columnist Jerome Corsi.

 

The AP reports,

The article even carries the admission that the Council on Foreign Relations, often the bane of sophomoric stereotypical caricatures of paranoid conspiracy theorists, played a fundamental role in crafting the policy for the homogenization of the US, Canada and Mexico.

This admission is as historical as it is concerning - the CFR moulds the foundational policy for the elimination of American sovereignty and it is passed as executive law within weeks. It is once again evident that the true vestiges of power lie within the ranks of the CFR and the Trilateral Commission who act on policy decided upon by the big brother of multinational semi-secret steering societies, the Bilderberg Group.

 

Up until five or six years ago the CFR largely operated in the shadows, only publishing its mouthpiece Foreign Affairs, and any inference that the group held sway in US politics or even existed was met by heckles of incredulity from the establishment media. Now the Associated Press openly reports their guiding hand in the drives towards global government.

 

Jerome Corsi has now filed a FOIA request asking for full disclosure of the SPP office in its activities towards creating a Pan American Union.

The framework on which the American Union is being pegged is the NAFTA Super Highway (pictured) , a four football-fields-wide leviathan that stretches from southern Mexico through the US up to Montreal Canada.

 

Corsi's article cites government websites which carry full planning details of the Super Highway and its construction has already begun in Texas with no congressional oversight whatsoever. The Trans-Texas Corridor is being overseen by The Texas Department of Transportation (TxDOT) and the contract is owned by the Cintra corporation which in turn is owned by the King of Spain Juan Carlos. The project is being financed by the implementation of a toll that will be collected by means of GPS tracking devices installed in all vehicles and also envelops many connecting roads to the highway.

 

The NAFTA Super Highway will allow vehicles, people and goods to travel from Mexico, into the heart of America and up to Canada with little impediment, effectively erasing America's borders wholesale.

 

Coupled with Bush's blanket amnesty program, the Pan American Union is the final jigsaw piece for the total dismantling of America as we know it.

Mexican customs to be stationed in Kansas City

New 'inland port' in heartland part of international plan that bypasses unions

A Mexican customs office is being built in the U.S. heartland as part of a newly designed "inland port" facility that links with a Mexican seaport, an official in Kansas City confirms.

 

Tasha Hammes of the Kansas City Area Development Council wrote to author and WND columnist Jerome Corsi to correct some details of a column on the subject, but she affirmed that a key purpose of the Kansas City Inland Port, or SmartPort, will be to facilitate the movement of containers from the Far East through the Mexican port at Lazaro Cardenas rather that the West Coast ports of Los Angeles and Long Beach.

 

Corsi also had written that Kansas City Southern had acquired Mexican railroads to create a "NAFTA Railroad" that would link Lazaro Cardenas to the U.S. for container transport.

 

Hammes explained that with American consumption of goods from the Far East increasing, U.S. coastal ports are at capacity.

 

"The Lazaro Cardenas port is providing an alternative way to get products to North America," she said. "These products will come to Kansas City by way of rail. This is nothing new, other than the fact that Kansas City Southern acquired the Mexican railroad serving this port and that the major work has been done on the port of Lazaro Cardenas so that it has higher capacity and can handle larger containers."

 

Hammes pointed out that the Kansas City SmartPort is "a non-profit organization, not a physical building or facility being built for Mexico."

 

Hammes confirmed Kansas City plans to house a Mexican customs facility in the city's port, but she pointed out it will handle outbound U.S. freight exclusively, not inbound.

 

Hammes clarified that Kansas City, Mo., is leasing the site to Kansas City SmartPort. It will not be leased to any Mexican government agency or be sovereign territory of Mexico.

 

"It will employ both U.S. and Mexican Customs officials just like the current facilities in place at our nation's borders," she said. "It's a facility that U.S. companies will use to expedite the process of shipping their goods to customers in Mexico."

 

A brochure on the Kansas City SmartPort website documents the connection between Lazaro Cardenas and Kansas City's decision to become America's number one "inland port," saying:

 

 

"Kansas City offers the opportunity for sealed cargo containers to travel to Mexican port cities with virtually no border delays. It will streamline shipments from Asia and cut the time and labor costs associated with shipping through the congested ports on the West Coast."

Corsi contends a main purpose of opening Lazaro Cardenas to receive a greater volume of containers from the Far East and linking it with the planned NAFTA Super-Corridor and Kansas City SmartPort is to reduce labor costs.

 

Longshoremen would not be employed at the port of Lazaro Cardenas, and, in Mexico, the employees of Kansas City Southern would not be United Transportation Union workers.

 

To the extent that Mexican trucks become involved in the operation, it would mean Teamster Union drivers would not be employed in the operation.

 

Hammes made no comment on this aspect of Corsi's column.

 

To speed the crossing at Laredo, Texas, the Security and Prosperity Partnership of North America working groups within the U.S. Department of Commerce will allow Mexican trucks to be equipped with electronic FAST technology so the trucks can cross the border in express lanes.

 

At the Kansas City SmartPort hub, the containers can be transferred to semi-trailers heading east or west, or simply stay on the Mexican trucks all the way into Canada.

 

According to the SmartPort website, in March 2005, Kansas City signed a cooperative pact with representatives from the Mexican state of Michoacan, where Lazaro Cardenas is located, to increase the cargo volume between Lazaro Cardenas and Kansas City.

 

Shipments will be pre-screened in Southeast Asia, and the shipper will send advance notification to Mexican and American Customs with the corresponding ''pre-clearance'' information on the cargo. Upon arrival in Mexico, containers will pass through multiple X-ray and gamma ray screenings, allowing any containers with anomalies to quickly be removed for further inspection.

 

Container shipments will be tracked using intelligent transportation systems, or ITS, that could include global positioning systems or radio frequency identification systems, and monitored on their way to inland trade-processing centers in Kansas City and elsewhere in the United States.

 

As the Kansas City SmartPort website boasts: ''Kansas City offers the opportunity for sealed cargo containers to travel to Mexican port cities with virtually no border delays. It will streamline shipments from Asia and cut the time and labor costs associated with shipping through the congested ports on the West Coast.''

On July 29, 2005, President Bush signed a bill which permits and promotes the charging of tolls on existing and planned interstate highways, bridges, and tunnels. Before the passage of the bill, known as SAFETEA-LU, or “Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users”, it was generally illegal to charge tolls on roads built with Federal funds. What’s more, the tolls collected will be automatic, requiring universally compatible toll transponder tags on every vehicle.

 

SAFETEA-LU makes possible a variety of programs, all aimed at forcing Americans to pay to travel. To wit:

 

* “Interstate System Reconstruction & Rehabilitation Pilot Program” allows the tolling of existing interstate highways, bridges, and tunnels to fund repair of existing highways.

 

* “Interstate System Construction Toll Pilot Program” authorizes tolling existing facilities on the interstate system to fund new interstate highways.

 

* “Value Pricing Pilot (VPP) Program” allows new tolls on existing toll free facilities such as high occupancy vehicle (HOV) lanes, tolls on new lanes added to existing highways, and electronically collected variable tolls on existing and new toll facilities.

 

* “Express Lanes Demonstration Program” allows tolling to finance new lanes. Automatic toll collection is REQUIRED and revenue collected may be used to provide a reasonable rate of return on PRIVATE financing, operation, and maintenance costs.

 

* “High Occupancy Vehicle (HOV) Facilities, SAFETEA-LU Section 1121 (23 USC 166)” authorizes states to build high occupancy toll (HOT) lanes on interstate and non-interstate facilities.

 

Although most of these programs are experimental, the mindset they demonstrate and the precedents they intend to set will have devastating consequences on all Americans. The mindset is that Americans are lab rats in a maze, who must be tagged and tracked everywhere they go. Cockroaches control the maze. The consequences to the heretofore taken for granted freedom to travel and to individual pocketbooks are ominous.

 

Imagine for a moment what must have been going through the minds of the six-legged elites when they thought up this diabolical scheme. The question is “How do you destroy the national sovereignty of the United States, merge it with the rest of the western hemisphere, build the infrastructure system needed to link up the entire landmass, confiscate private property on a wholesale level, spy on everyone’s comings and goings, and trick American suckers into paying for their own demise all in one fell swoop ? The answer: TOLL EVERYTHING!

 

As with any diabolical plot, many problems and obstacles had to be removed in order to insure success. As the Wicked Witch of the West once said, “The question is `how to do it`. These things must be done delicately, or you’ll hurt the spell”.

 

The first obstacle is that it is generally illegal to toll federally funded roads. No problem…just sneak section 1604 into a telephone book sized highway bill and no one will notice. Everyone knows Congressmen and Senators do not actually read the bills they vote on.

 

How do you get the super rich elites to go along with the plan? Simple…give them a piece of the action. Construction contracts will go to selected insiders and toll facilities will be given to private investors. We will call it “public-private partnership”.

 

But wait! State by state, the local politicians must be persuaded to pass legislation to further the scheme. How to do it? Tell the contractors to write the necessary legislation, line the campaign coffers of key legislators, convince the Governor of each state that it was his idea via more campaign contributions, and sneak the bills through the state legislatures when nobody is looking. After all, state representatives do not read the bills they vote on either.

 

Yet another requirement in order to pull this off is to keep the unwashed masses in the dark It would not do to have the sheep to find out they are about to be shorn. So how do you keep the press quiet? No problem…we control the press! The watchdog will remain asleep, and no one will find out until it is a done deal. Besides, when the cretins begin to realize what is going on, they will complain to their local transportation officials and wonder why no one is listening. Just don’t let the slaves know that the “massa” barking the orders resides in New York City at the headquarters of the Council on Foreign Relations (CFR).

 

But the Constitution stands in the way of the plot. What to do about the pesky supreme law of the land which prohibits the taking of private land and handing it over to other private entities? How fortunate that the globalist infested Supreme Court, in June of 2005, legislated from the bench by re-writing the takings clause of the 5th Amendment in Kelo vs. City of New London. Now the Supremes say it is okay to force people to sell their land to private developers who promise a kickback to the government, we are free to proceed with the tolling of America.

 

Still one more problem must be overcome. We must propagandize transportation officials into believing this is a great idea so they can sell it to private investors and politicos nationwide. ADVERTISING is the key. We will get the American Association of State Highway and Transportation Officials to put up a website called http://www.innovativefinance.org. It will be a veritable “how to” encyclopedia of fascism, but we will call it “public-private partnership” because “fascism” does not roll so well off of the tongue. Multi-millionaire highway contractors and local politicians will be able to swill at the federal trough to their hearts content. It will be a win-win setup for everyone except regular Americans, who are just being set up.

 

This malicious plan is being implemented all across America. Such plots survive and thrive only in the dark. It is time to turn on the lights and watch the cockroaches run. In Texas, pro-toll politicians have been replaced with anti-toll newcomers. This trend must continue, and spread like a wildfire of truth throughout the country. The alarm clock is ringing. Wake up. Get up. Open your eyes. Get out the roach spray. Fumigate your house. Go wake up your neighbors.
