I've looked to find out and I even had to friggin' go from Elements 6 to CS3, but can't find anything in the presets. I see it almost everywhere and it's really annoying me I can't get the same effect. Is it from a tutorial or something? Pretty please?

You're right. I actually do that myself, though I still copy & paste the coloring onto my base and just play with stuff. But anyway. I've never had any program except for Photoshop, so to me the amount of layers doesn't seem like a lot. btw. Juanma8, you're welcome. ;)
