But last I heard his cabinet had essentially moved to take away his powers and most of his budget or some crap. But they can't actually kick him out

I heard he spent all the city's budged on crack.

The video of him knocking over that woman is bizarre.

Was he the one which designed the plaza outside the city hall to look like a bus station?

 

As that what it looked like (the hotel I stayed in, in Toronto was pretty much opposite the city hall and that is what I thought it was when I first saw it, a bus station)

How long until he's forced out?

They might not be able to force him out until next year's election. The provincial gov't can intervene but haven't so far. If it's proven he's had gang affiliations, and was involved in criminal activities, they might. So the deputy mayor is running things for now.
