at least here, we have to do 13 years now (counting pre-school compulsory years now), with the crap educational system that we have (not to mention the constant educational law changes done in my country, i've had known 4 changes, yes 4 changes in less than 12 years), is not that strange that a kid fails a year, and more seeing how life is most of the time (some kids fail school cause they have problems at home, as for instance their parents separate.).

 

i don't see all the thing to "annoy" someone cause he/she may have failed a year, a year of 13 of the compulsory ones... it doesn't shows if a person is better or worst.
