I'm so stupid.. but how do you paint a background to a pic in photoshop without painting on the actual picture?

 

I mean I coloured my drawing now adn I want rainbow stripes on the background.. :P

 

Can you use the magic wand and select him and save his whole body as a layer then work on the background separately?

Use layers. Put Thom on one layer and either erase around him very carefully if you have photoshop elements, or paint a layer mask over the white part if you have the full version of photoshop. Paint the background on a layer below the one he's on. And gradients are great for rainbow stripes if you can figure out how to make your own.
