You forgot to say that the song will be released on US Mainstream Radio on the 14th. That's what makes it a promo. Whether or not it actually becomes a single is unannounced.

I think it's pretty likely to be a single. Only problem is it features another artist so it would be hard to perform live unless Chris sings it all himself (although the band did say it didn't feel right when Chris sang it alone).

 

I said from before release that the singles would be :ETIAW, Paradise, Charlie Brown, PoC and Hurts Like Heaven so i'll stick with that.
