If I rename the tracks as Track 1, Track 2, Track 3 etc will they be played in order...?

Let's hope not. It'd be nice for everyone to get their original tape. Naturally, this never happens, but it'd be cool if it did.

You have Person A -> Sara -> Person B. Wouldn't it be most sensible to give Person A's mixtape to Person B? I feel like the whole issue with mixtape-less and review-less people during the past mixtape exchanges could have been so easily solved by doing this.

See that is the system I worked on when I did the exchange. Anyone who didn't put in a tape didn't get a tape and I just repaired the people who missed out.
