Don't think so, I can still see the line of the circle (or O) which was not full before, so why would they laser inside?

 

Wait, on the first picture the O is still there (and red in the middle). But the heart on his middle finger is not clear to me.

But I would like a reference or link to the source of the pictures. :D

As it is /was a pretty dark tattoo color (black or blue) there are several laser treatments necessary to fully remove the tattoo. Maybe he just started to get rid of it? Looks a bit like a scar now...

It's just my guess, not sure if he is really removing the tattoo..
